IMF Plans Fund to Help Rich World Meet Climate Pledge

Dominique Strauss-Kahn, head of the International Monetary Fund, said the organization is devising a “green fund” that would help rich nations meet their Copenhagen pledge to raise $100 billion a year by 2020 to tackle the effects of climate change.

The IMF would use its quotas, which reflect member countries’ financial capacity and obligations, to fund projects in developing countries while the U.S., EU and Japan are still negotiating their individual contributions, Strauss-Kahn said.

“Launching such a scheme would entail a major political effort. But the potential pay-off is enormous -- for Africa and the world,” the IMF’s managing director said in a speech at the university of Nairobi in Kenya today. “Now is the time to put new ideas on the table.”

The fund would help African nations tackle the increase in drought, flooding, food shortages and disease that will likely be caused by climate change and may spur progress on negotiations towards a global agreement on curbing emissions. The IMF increased its quotas last year in order to add more than $250 billion to global liquidity following a request from the Group of 20 leaders.

“Early progress with financing for climate action will help to unlock support from developing nations for an ambitious global deal on climate change,” said Richard Gledhill, global leader of the climate change practice at PricewaterhouseCoopers LLP. “The key challenge will be to structure commitments in such a way as to leverage investment from the private sector and from the carbon markets.”

The Intergovernmental Panel on Climate Change forecasts as many as 250 million Africans may be exposed to water shortages by 2020 and some countries may see harvests fall by 50 percent.

On Dec. 10, billionaire George Soros asked the richest nations to use $100 billion of foreign-exchange reserves to finance emissions-reducing projects in poor countries.

The reserves would go into investments in rain forests, agriculture and land use that will lower carbon-dioxide emissions, the financier said during negotiations involving 192 nations in Copenhagen.

Did the IMF Deliberately Exaggerate the 2008 Financial Crisis?

CATO Institute, April 12, 2010

This month, two vice-presidents of the Czech National Bank (CNB) have made very serious allegations against the International Monetary Fund. Below is the summary of their claims so far:

1. Speaking to the Austrian daily newspaper Der Standard on April 2, Mojmir Hampl, the vice-president of the CNB, said that the IMF under Dominique Strauss-Kahn “wanted to expand its role in Eastern Europe and obtain new financial resources.” Hampl claimed that the IMF exaggerated problems with the financial systems in Eastern Europe. “We have always emphasized that the instability of the financial system [in 2008] was a Western European problem. That proved correct… According to a recent EU report, only nine out of 27 EU member states did not have to introduce any financial stabilization measures [during the crisis]. All nine were new [mostly Eastern European] member states.”

2. Hampl’s claim was echoed by his colleague, CNB vice-president Miroslav Singer, in today’s edition of the Czech daily Hospodarske Noviny. According to Singer, “I cannot say nice things about the IMF’s role in the 2008 crisis.” The Financial Times, Singer continued, carried a lot of nonsensical stories about the state of the Czech financial sector prior to the crisis. Instead of dispelling those stories, the IMF produced a study about the Czech Republic based on incorrect data and then leaked it to the Financial Times. “It is difficult to be certain… that the IMF wanted to harm the Czechs, Slovaks or Poles on purpose… More likely it was a combination of panic, lack of expertise and a desire to see problems everywhere.”

If true, these claims raise troubling questions about the incentives behind the largest increase of resources in the Fund’s history.

Special Drawing Rights

Reuters, June 4, 2010: The IMF needs more funds after supporting Greece's bailout and should "very significantly" increase the amount of special drawing rights, the head of the Fund's policy-steering committee said on Friday. Egyptian finance minister Youssef Boutros-Ghali told Reuters that Greece's problems were not over yet and there were doubts about its ability to implement the reforms demanded by the IMF and European Union in return for a 110 billion euro aid package. Reuters, July 18, 2010: The IMF wants to boost its lending resources to $1 trillion from $750 billion in order to prevent future financial crises, the Financial Times said on Monday. The paper said the IMF wants to agree financing deals in advance that will be specially tailored to individual countries, rather than respond to crises with conditional loan packages. "Even when not in a time of crisis, a big fund, likely to intervene massively, is something that can help prevent crises," IMF Managing Director Dominique Strauss-Kahn told the FT. "Just because the financing role decreases, doesn't mean we don't need to have huge firepower... a $1,000 billion fund is a correct forecast," he said. Authored by Reza Moghadam, director of the IMF’s strategy, policy and review department, it discusses how the IMF sees the International Monetary System evolving after the financial crisis.     The Telegraph, April 19, 2011: David Cameron will block Gordon Brown's attempts to head up the International Monetary Fund after criticising his handling of the financial crisis. In a direct attack on the former Prime Minister, Mr Cameron said his predecessor was not the "most appropriate person" to lead the IMF because he would not admit the UK had a "debt problem". Mr Brown is reportedly hoping to take on the £270,000-a-year role but he must first be nominated by the Government. “If you have someone who didn’t think we had a debt problem (running the IMF) they may not be the best person to decide whether other countries have that problem," he said on BBC Radio 4's Today programme. He added that the role needed to be filled by “someone who understands the dangers of excessive spending” - David Cameron blocks Gordon Brown as head of IMF
